Pokemon that have classifications SO low, they can only be put here. Bidoof is notorious for being in this catagory, along with Unown, Luvdisk, Delibird, and Ditto. Magikarp and Feebas may also be catagorized under this catagory, but many people don't due to their poweful evolutions.
Second Lowest- Baby:
Pre-evoloutions and first forms go here. Some pokemon that do not evolve may or may not be considered to be part of this catagory, and Pokemon such as Syther and Onix, who have high base stats without evolving, may be considered an exception to this.
Third Lowest: Middle and Underpowered-
Any "middle" evoloutions, such as Pikachu, Jigglypuff, ect. belong here. Also, fully evolved Pokmeon with low base stats, a bad moveset, or bad typing, such as Delcatty, belong here.
Lower Middle: Fully evolved-
All fully evolved pokemon that do not belong in the previous catagory belong here, along with most Pokemon that don't evolve.
Upper middle:"Overused"-
Pokemon with high base stats, a great moveset, or great typing belong here. Spritomb is in this catagory while Sableye is not, due to Sableye's low base stats.
Third highest: Battle tower allowed legendaries-
Any pokemon considered "legendary" while still being allowed in the Battle tower. Heatran and the Latis may be considered not to be part of this catagory because of their superior typings and base stats, While Shaymin, Celebi, and Manaphy may be counted as such because of their limits on moves and types.
Second Higest: Legendaries-
All pokemon considered "legendary" that aren't in the above or below catagory.
Highest: "Uber"-
Deoxys, Mew, Darkrai, and Arceus are in this catagory due to various "gimmics" (Mew learning any TM, Arceus and Darkrai's abilities, And Deoxys's form changing). Also, chances are, with the exception of Mew, if one has any of these Pokemon, they may be a hacker.
