Question about potential unused content in FRLG

I was reading about unused content in Pokemon FireRed and LeafGreen on Bulbapedia, and there is something that got me a bit surprised...

There is data about unused game locations on the Sevii Islands. These unused locations are called Sevii Isle 6, 7, 8, 9, 22, 23 and 24, but according to Bulbapedia they were most likely routes planned for Four Island, and not actual separate isles. And here's what Bulbapedia says in particular about the cut Isles 8 and 9:

Sevii Isles 8 and 9 have fully programmed map data, implying that they were scrapped very late during development.

What the Bulbapedia article implies is that the Sevii Islands were supposed to be bigger, but some locations were cut very late into development, probably due to time constraints.

So my question is: is it possible that these cut locations were NOT actually cut but just relocated somewhere else, or replaced with something better?
