The artist of this fanart is yang38, but if you are referring to the actual characters per se, then the characters from the left are the main cast of Higurashi: When They Cry while the emotionless character with the tail is Frederica Bernkastel from Higurashi's successor, Umineko: When They Cry
 
Y'know, reading random quotes from terrible fanfics can be one of the most hilarious things in the history of existance, as this 'image' clearly demonstrates.

If you are interested in learning more about this strange form of entertainment, then you can find a few Twitter accounts that post nothing but fanfic quotes or the like, which is where this insanity came from.
