I just assumed you were stealing it out of their wallet and the amulet/incense simply helped you steal more before being caught.
Well, it’s a bad idea to battle a policeman if that’s true. Plus, does that mean everyone has a wallet with a lot of yen-like coins in it? Even preschoolers?
Well maybe it materializes the double money out of nowhere, like when Meowth uses Pay Day.
Ok, judging by how similar the Amulet Coin is to Meowth’s coin that makes sense.

Veterans are like 60 years old. Besides if that was the case the policemen you DO battle would arrest you, you’d be a criminal, and people would report you for stealing. But other evidence disproves this entirely. If you win, you "receive P ",and if you lose to a trainer you “Give P to the winner”. The Bulbapedia article calls it Prize Money. I assume the Amulet Coin is like a symbol of power.

Considering the number of Teams in the series that are active, card-carrying criminals and never manage to see much opposition at all... I would say theft in the Pokeverse is treated a lot less seriously than in real life.

So, yeah. It's entirely possible you're stealing from old men, children, police, etc.

Also, when you lose, they steal from you!
