You can't replace sleep. It serves an important functional purpose that simply can't be performed by anything else.
And wouldn't a "sleep machine" cost a fortune anyway? That'd have to be one of the most pointless inventions they could make. That's saying a lot.
Machines don't have to be entrusted with everything. Sleeping isn't even a difficult task. Why would you go through the trouble of making a machine that can perform the same effects on your body? To ensure people can work without rest or something?

It isn't difficult, but it's a mighty time consumer. Having more time is always a good thing.
Sure, but it's much, much safer and a lot more environmentally friendly.
There okay in rural areas, but city people are overdoing it fifty times over. They get top notch mass transit systems, but still prefer cars which are slower (taking traffic jams into account), more costly and again, horrible for the environment and their health.
Russians in general have that habit of driving whenever and wherever they can, should, cannot and should not, if only a car is in possession
This creates unnecessary traffic, which I despise, and, being a bit smarter than the general public, also avoid

The body needs constant maintenance, not just after we've injured ourselves. Just moving around and using our brains consumes a surprising amount of energy and puts more strain on our bodies than we tend to think. Sleep is responsible for balancing out what you lose during the day. Also your brain will practically stop functioning normally if you don't sleep for about 48 hours straight.
So basically along with consuming calories, drinking water, and breathing oxygen, it is the one of the best things you could possibly do to your body. Saying it's a waste of time is like saying eating or breathing is waste of time.
