It depends, if the cat was raised with dogs then the cat will usually be friendly towards the dog- it all depends on the cat really, the dog will always want to be friends with the cat- really, the dog just wants to sniff the cat, perhaps bark at it and mess with it, but if the cat just sits still the dog loses interest.
So, if you take a cat that's never been around dogs, and put it by a dog- it WILL be upset and it WILL attack the dog or hiss at it. Our kitten Steve, he wasn't raised with dogs- so it's been 'rawwwrrr hiisss' a lot, but since he's a kitten he's getting used to them and now cuddles with them a lot.
Yup, all our cats have been raised around dogs so they all think nothing of them- the cats dominate the dogs in this household, so the dogs had better watch it =P
