In the dex entries, we have Rarity expressed as Common, Uncommon, Rare and so on, but I've not been able to find any explanation as to what these mean in percentage terms. For instance, is a Pokémon with a 15% appearance rate common, uncommon or rare?
Also, it's possible for a Pokémon to have a very low appearance rate in one place, but to be very common elsewhere in the same game. How does this factor into determining overall rarity? Personally, I'd base the overall rarity off the Pokémon's highest percentage appearance: eg, a 5% appearance rate through most of the game, but a 50% rate in a single route would still count as being common. That's just me, though, and I've no idea if this is how we're supposed to be working these things out.
