Regice is literally nothing but an oversized ice cube. Moltres has flaming wings, a crest and a tail. The better design goes to the bird IMO, even though I like Regice better. And a phoenix has only been used twice in Pokemon, a lot less than some other creatures such as weeds and rodents.
