Return vs. Frustration

So I heard that Frustration has a higher max power than Return. No mention of the maximum power of Frustration was given, so I'm unsure as to the validity. I know Return to be in the area of 102 power at max happiness. Does anyone know what the deal is here? I've always wondered at the reasoning behind a TM that rewards you for the equivalent of abusing your pokemon, but maybe this is it. True or false?
 
Frustration and Return are the same move. The only differences are that one is simpler to max out in-game, and one "sounds cooler".

... Incidentally, RSBot will let you have max power Return and max power Frustration on the same Pokemon. I assume Netbattle does this too, since there's no real reason to block it.
