There is a statue of a Milotic in one of the building in Lumiose, so I think it's likely to be in (or I'm hoping anyway). If Larvesta is in, it'll probably be in the Mountain part towards the end, and there's still quite a few spaces remaining (I think I counted 31?).
Can't understand what people see in Dragalge and Goodra. Their designs suck in my opinion :S
One of these is probably the answer to your question.I don't mind the small amount of Pokemon this gen, but why so many standalones GF? If they gave one or two evolutions to some of them the number of Pokemon could've easily gone up to ~80 or so.

Because water Pokemon don't have an entire weather condition devoted to them and many abilities that exploit it, right? And you know, x4 weakness and the high frequency of Ice beam has soooo hindered dual Dragon types that now using any water type for fear of being weak to one move is out of the question.because alot of dragons are part flying/levetating/are useful on weather teams (goodra)
