I've pretty much come to the conclusion that Cherami voices her since she's been credited thorughout the 3 episodes that Grookey has been in and the fact that Chloe isn't in this episode.

Just watched the episode. By the sound of things, Hymes for Plusle and Mendez for Minun makes the most sense to me.
