The Gym leader does both Gyms and Contests, Zoey had a problem with people who do both in the past, so we're likely going to see her reaction to Fantina.

That's my only guess as to why Zoey would show up again. She's in almost all of Dawn's Contest eps, in addition to all the fillers Dawn trains in, I actually wonder if she's appeared more than Paul has this saga. Anyone know?

Then Fantina should pwn Zoey somehow because she's both a gym leader and coordinator. Why didn't she say anything against Nando?

I think Zoey and Paul are on par with each other in terms of screentime.
