Set of playing cards based on Gold/Silver... rare?

A friend was cleaning up his closet and he found a set of Pokémon playing cards. Not trading cards, but a set of 52 that you use to play poker etc.
It's from the year 2000, it's based on PKMN Gold/Silver and apparently it's "part 2." My friend received it as a gift from someone who bought it in Japan.

Now we're curious what this card set is exactly. Would any of you know where to place this?
I've attached pictures of the package and the cards.

An internet search makes me guess that they are just Japanese Nintendo Pokémon playing cards, in decks of 52. The package appears to have evolved over time and they appear to still be made today, in newer versions that is. That, is my theory. See here and here, see how the packages change through the years...
