It's called sucking up. The bigger mystery is why Ash didn't tell Cilan about Brock.

To be fair, Ash said Cilan was the best cook, not the only cook he had met.

Brock usually cooks for little kids and Pokemon, while Cilan actually works in a restaurant. I think that if we could taste both characters' food (and weren't blinded by nostalgia) most of us would choose Cilan's food.
