You can't, at least not without hacking; but you can get one relatively early on if you've played Let's Go Pikachu. When you arrive at the Wild Area train station, there's these two people there:
The blonde girl on the left will give you a Gigantamaxing Pikachu if you have save data in LGP; this is before any of the gyms and basically any story beats besides tutorial stuff, so it's close enough that you could probably kinda treat it as a starter for your run.
