Dragons are actually common in game. You can find them all over the place in X and Y bagon before the second gym city, axew before the route where you can find bagon, gible in the desert, trapinch in the desert, altaria in the route past the 8th gym city, dragonair zweilous and druddigon in victory road. For ice i meant ice moves. Almost all water pokemon get ice moves and most dragons are weak to ice.
 
But it seems Game Freak is trying to pull a "simple" approach with the Pokémon series when Gen VII comes out. Hopefully their definition of "simple" doesn't mean undercutting desirable features from past installments, or even changing the entire schematic (i.e. IVs, EVs, natures) that have defined the series since at least the start of Gen 3.

I doubt they would do that, that would completely undermine the purpose of Pokémon Bank since it's supposed to be used to store and transfer pokémon to future titles as well.

Plus I personally do not want to have to lose everything and start again for a second time.
