The Region:
The Obvious Must Haves:

Starting Town
Gym Towns/Cities
At least 1 Forest
-Maybe some alternates for forest dungeons (Wetlands and other types of Biomes)
Legendary Dungeons
Region League and Victory Road
At least 1 Parent
At least 1 Rival
8 Gym Leaders, 7 Trail Captains, or Region Equivalent

General Improvements:
Hatless Protagonist
-Common thing that I've seen by other Pokémon fans

Improved Character Customization
-Basically Able to access non-natural hair colors during the in the initial customization

Features that could work within the Pokémon Region Creator:
Surnames
-Basically characters have surnames but mainly out of concern for the potential for regions that are on the larger side and have at minimal 2 leagues in it
-Not sure if it could work with all of the generations (Mainly gen 3, possibly 4, and earlier)

Regional and Season Cloths NPC Trainers
-Basically what it says, NPC Trainers have different clothing for different seasons (IE Winter/Snow clothing in Winter/Snow Areas and what not)

Variant Clothing for NPC Trainers:
-Also what it says, NPC Trainers do have alternate clothing for variety

Specialist Clothing Stores
-Mainly to have Clothing Stores to be specialized into a certain type of clothing (IE Goth, Sporting, and what not)

Travelling Trainers
-Another what it says but I do expect that Travelling Trainers will be a mid- to late-game feature
-Might need a Galactic Civilization-style name list to allow some randomness to fighting trainers
--and if Surnames is part of the region, the surnames will be available

Alternate Evolution Methods for Trading Pokémon
-Mainly out of concern of the amount of Regions that there are going to be and the fact that there might not be a whole lot of opportunities for trade evolutions to happen

Sub-Regions
-Allow a region to be divided into different sub-regions if the region is large enough

Multi-League Region
-Allows the region to have 2 leagues, 2 Elite 4's, and 2 Champions

Siblings
-Mainly to have the option for people to have the option of having the Player Character to have siblings regardless if said siblings are Rivals, part of the villainous team, or what not

Other Things:
Most likely PC Only
-This is mainly out of concern that this will be a PC only since the whole creator is about creating a whole Pokémon region rather than in Mario Maker where a single level is being created

Pokémon Region Maker Version of the Mario Maker 100 Challenge
-Basically the same thing as Mario Maker 100 Challenge but fighting Gym Leaders, Trial Captains, Elite 4, Island Kahunas, Champions, or region specific of said stuff
-And Players will have access to Pokemon up to said Gym Leaders, Trial Captains, Elite 4, Island Kahunas, Champions, or region specific of said stuff

Online Tournaments
-Probably only doable if Pokémon Region Creator is PC Only

Pokémon Trainer Avatar
-Mainly for the 100 Challenge but could easily be used for the Online Tournaments

-Allows players to play up to and a little beyond the first 2 gyms/trial captains/region equivalent

Based on the kinds of things listed here (creating dialogue, sprites and designs for new pokes, moves, maps...), I think a Pokemon Maker would be more along the lines of RPG Maker rather than Mario Maker. I don't think something with this depth would be a good idea. Maybe if it was simpler to use.

While it would be really cool, it's important to note that there are currently several dedicated people that have been working on romhacks and RPG maker Pokemon games for 2-3+ years and haven't even finished them yet. So if something like this did exist, I doubt we'd get amazing fanmade games on par with or better than the main series for a long while. Or, you'd be stuck playing through a single game on and off over a long period of time as parts of it get released, which isn't really that enjoyable, at least imo. RPG Maker also has ended up with a pretty unfortunate reputation because of all the edgy, cringy garbage that has come out of it, so I'd also guess a Pokemon Maker like this would end up the same way.

Mario Maker seems like it works better because it's far more simpler: no dialogue, no new sprites or game mechanics; you just place blocks and go. You make single levels, not full games.

I understand what you are saying, especially about it being more along the lines of RPG Maker rather than Mario Maker, about RPG Maker and how the Pokémon Creator will end up the same way, and Mario Maker, but think about this: Able to create a Pokémon Region through an "Official Nintendo Product" rather than having to learn how to create a romhack. Its effectively a win-win, at least from where I am sitting, Nintendo is able to protect their IP while people who create romhacks, as well as people who don't know how to create romhacks, are able to create pokemon regions without incurring Nintendo's wrath

Yeah, Nintendo is absolutely insane in that regard, so that's obviously a big plus in favor of a Pokemon Maker.

I'm just a bit worried that many would unfairly write it off as being bad, because it's unlikely anyone will make a full, top quality game for a long time. If someone primarily interested in playing fangames picks the Maker up and sees mostly mediocre or awful content, chances are that they'll completely dismiss the game and assume there's nothing good to be had with it. At least with Mario Maker, higher quality levels get churned out pretty quickly to counteract the bad ones.

Understandable. I did have the post pre-planned and I cut a few things that I mostly wouldn't think that would work last minute and one of things that I absentmindedly cut, mainly it being a long day for me, and I do think would work and would help with this concern is a "Region Demo" which allows people to play up to and a little past the first two gyms/trial captain/region equivalent.

Is it gonna happen? I doubt it unfortunately. I’m still kind of amazed we even got Mario Maker tbh, and Nintendo went out of their way to make sure it wouldn’t cannibalize their in-house projects by not including slopes in the original and still leaving enemies out of the sequel.

If Pokemon were to have an RPG maker style game in the future, I can imagine it would be primarily sprite based and on the simpler side so they can still do fancier things with the main series games. Gen 3 overworld graphics with updated battle mechanics perhaps?
 
Yeah, while something like this sounds absolutely FANTASTIC, it'll probably never happen in any official form. Nintendo and/or Gamefreak aint gonna willingly give the fanbase a way to make better pokemon games than them.

Especially at the risk of someone making a "mature" game.

I doubt GameFreak has anything to fear from “mature” Pokémon games because from what I’ve seen they’re just overly edgy but I digress.

A Pokémon Maker would be pretty cool. It’d be nice to create your own routes, gyms, etc. with practically any combination of Pokémon, even if you were restricted to just gen 3 sprites or something along those lines.
 
Clover's made with RPGMaker, not romhacking, isn't it?

I'm surprised that nothing was tried aftet Essentials' takedown, but I guess it's harder to make all the elements of a Pokemon game in a nice editor for the Switch. (maps, sprites, learnlists, events, any new code... it's not well suited)

Time honestly wouldn't be as big a problem as it seems-one fan game community regularly hosts a Game Jam where competitors create a game in about a month, and they turn out pretty nice.
 
While I don’t see them giving us the ability to make a full-fledged Pokémon game, I could see Home having a level creator that uses the Pokémon you have there as part of a challenge for others to overcome. But even that’s a stretch. :(
 
I think it could work if the course design consists of only a small route or dungeon and a gym leader. You could customize the Pokemon distribution, encounter rates, items, trainers, and maybe add some puzzles and NPCs. As with Mario Maker, you could only upload your course if you beat it with the Pokémon found in the area.
 
I'd settle for an accessible way to design your own city with some notable landmarks and dungeons. Fan creators rarely get to complete a solid region.
 
Pokemon Insurgence says hi even louder because it has cults, death, and pokerus
Those all already exist in the canon games. (The human/Deoxys hybrid in Insurgence isn't too far off from Lusamine fusing with Nihilego, honestly) Clover's starters consist of a condom, a racial stereotype, and constant wordplay around buttholes-it's definitely the edgier one.

Wasn't this a 4chan game? Definitely seems like it.

Not gonna lie though, even if I'm hesitant about the existence of an in-depth PokéMaker (totally what they should call it btw), I'd still definitely mess around with it all the time if it ever existed, much like I did with RPG Maker when I first got it. "Unsure" for me, indeed.

Understandable. As for Gen 3 Graphics, I'm not against this but maybe more improved to emulate or mimic Gen 4 or Gen 5 Graphics. I'm sure that there are people who want to create a post-apocalypse region or at very least create a region with a post-apocalypse feeling with a lot of ruined buildings

I am not against this. Maybe Nintendo could create a working demo allowing people to do this before to pursue a full-blown Pokémon Maker. Heck, maybe this could be a separate feature to allow smaller stories that don't involve the whole "get starter, train, battle gym leaders, and become the champion of the region."

I suspect that you might be largely right on this but Nintendo and GameFreak might have to insert some kind of ESRB-like system to ensure that children or anyone who isn't of legal age wont get a region that isn't profanity filled or isn't bating Hentai and other Rule 34 Creators. Though, I expect that a lot of the more "mature" Pokémon games are going to deal with subjects, themes, and stories that are geared towards adult fans of Pokemon.
