Well, that reminded me of an anime series named Hamtaro about small hamsters going on adventures.

I translated TVTokyo summary, and turns out it's just Ash, Lillie and Sophocles being shrunk, not everyone.

Summary:
Sauboh has come to the Pokémon School as a special teacher?! It appears he has prepared a machine that can turn anything small no matter how big it is in order to teach everyone how awesome science is, but... the machine runs out of control?! Satoshi, Lilie and Māmane end up becoming tiny?! Not only that, but trouble occurs and the group ends up outside the school. It's time for tiny Satoshi and his tiny friends' big adventure! How will it turn out?!

Yeah, the only problem would be both opening and ending. How in the world would they handle this change now that Steenee is evolving into a Tsareena? Is this that Alolan Persian from SM007 with a rich madame? Nice to see that Persian showing up again.

Actually a bit disappointed. Team Rocket dealing with tiny twerps would be funny and something that hasn't happened yet. Missed opportunity.

They've changed the opening and ending before to account for evolutions and captures, doubt it will be any different here. Unless you count Ambipom's release
