Actually, Tapu Cocoa's Japanese name is based on Skitty's Japanese name, not Tapu Koko's. Just thought I'd let you know.

And besides, to me, this just seems like filler. Or possibly some other kind of character growth for Mallow that doesn't involve Z-Crystals.

They showed Sophocles's Z-Ring in the Pokefan scans, but not Mallow's.

I honestly think it's more likely that Mallow's "power-up" will be a Gracidea Flower allowing Shaymin to transform into its Sky Forme.

The Alola League never had any requirements. Even in the games, you had challengers that hadn't completed the island challenge, like Plumeria and Youngster Tristan.

Actually, Tristan did go through the island challenge to get to the League. He says so after being defeated. I assume that in the games, challenging the League requires clearing the island challenge, so Plumeria probably did it too off-screen.

Summary:
Mao has gone to Yareyuutan's restaurant to pick up some Big Mushrooms they were going to use at the Aina Cafeteria. When she saw there were lot of Pokémon there that day and that the restaurant was very busy, she decided to help Yareyuutan out. She put all her energy into making drinks for the guests, harvesting berries, and so on. And then, believe it or not, the restaurant got Kapu-Kokeko as a guest?! And not only that, but Mao is the one that has to cook for it?! Just what will she make?!
