Dear Arceus, what the hell is going on with the people in charge of the anime? Are they drinking to much? Or maybe they aren't drinking enough!
I wouldn't call it a deux ex machina anymore since the pikachusinum Z was what inspired Gladion to start his Island Challenge so it would be good writing if Pikachu vs Silvally is the Final and Pikachu wins via the Special Z-Move.

That doesn't change the fact that it's still a stupid Deus Ex Machina, since it literally has zero explanations on how it works and it only popped up when Ash was about to loose very badly while using Pikachu.

Okay nerf herder, let's compare it to Ash's previous gimmick.

Ash-Greninja was a rare phenomenon that manifested itself before Ash received/found out about it, it actually received an in-universe explanation, Ash actually had control over it (in fact, that was an important plot point in XY&Z) and (most importantly of all) it didn't guarantee that Ash would be victorious.

Meanwhile, Pikashium Z is something the Ash has absolutely no control over as far as we know (since he's been shown to pe surprised whenever it appears), it has no in-universe explanation (and you attempting to do the writers' job and rectify it with your made-up theory doesn't change that), it's apparently exclusive to Ash and his Electrium Z for whatever reason, it randomly pops up whenever the writers can't think of a way to get Ash out of the pickle he's in and every time it has been used Ash managed to defeat his opponents with it (which is, straight up, the definition of a Deus Ex Machina ("a plot device whereby a seemingly unsolvable problem in a story is suddenly and abruptly resolved")).

Now, I wonder, which one of those two is a poorly-written and contrived plot device?

Well, Z-Moves don’t suddenly convert into highly powered trainer exclusive moves when a Pokemon wears its trainers hat usually, so people would like to know how it works.

Its been random for the most part whenever the plot calls for a nuke. That’s pretty much the definition of a deux ex machina.

Its funny seeing people's reactions to who the writer is, wonder if its the same as if Cameron was coming back

There's really no functional difference between Ash finishing with Gigavolt Havoc or finishing with 10,000,000 Volt Thunderbolt. The latter just looks cooler.

The original topic was that we don’t know how it works, and your ""explanation"" really wasn’t one. Sudden conversion into a trainer exclusive Z-Move isn’t really something that happens randomly when a Pokémon wears its trainer's hat.

The latter is implied to be more powerful, and is a finisher that just pops up whenever Ash seems to be loosing.
