Something about Basculegion I find odd

So, the Pokemon that Basculin supposedly evolves into, while great, the odd thing is how its design incorporates the fins of blue Basculin and yet it's primarily red with no blue color to be seen. Looking at red Basculin, all of the fins are spiky, the ones not done for Basculegion. This makes me think we might get a Hisui form for Basculin where it has the color and eyes of the red Basculin but the fins of the blue Basculin.

First of all, thank you for pointing out the different fin shapes because, up until this point, I didn't notice them.

Second of all, my guess is that either it's supposed to show that both forms of Basculin evolve into Basculegion or, like you said, we'll get a Hisui form of Basculin (maybe it'll be an ancestor, maybe not. Evolution is complicated.)
 
I suspect not. We said the same thing about Dusk Lycanroc, where that took much more inspiration from Midday than Midnight, and as it turned out there was no Dawn Lycanroc that was more similar to Midnight. I think this is their idea of a "fusion", regardless of how disappointing and too close to one form it may be.
 
I figure there's almost certainly a Hisuian Basculin, the idea might even be that it has traits of both of the modern Basculin because it predates them-- at some point two different groups of Basculin selected for different traits, Darwinian finch-style.
