Evidently, the first time "weeaboo" was used was in webcomic called (I think) The Perry Bible Fellowship Project.

Weeaboo wasn't defined, but was shown as something that deserves punishment.

Nowadays "weeaboo" is used to refer to anyone of non-Japanese ethnicity who basically thinks that Japan is the best country, uses words like "kawaii" in everyday speech, and curses their non-Japanese blood.

Basically, it's another way of saying Wapanese.
