Forgive my lack of political knowledge in the field of Dutch Parliament, but let me just interject that as a reluctant American I would have no objection to pirates replacing our government as well.
We have a parliament of 150 seats, divided among the parties as for how many votes they get (so if they get 1/150 of all votes cast, they get one seat. If they get 30% of the votes, they get 50 seats). Then the party with the most votes gets to provide the prime minister, and forms a coaltion with other parties, as long as the coalition has more than 75 seats combined (not neccesarily, but preferred and usually the case). Laws pass if they get more than 75 votes (one vote per seat). So then the rest of the parliament usually just bitches to the coalition about stuff. They can still vote about laws, but their votes usually don't matter if the coalition has over half the votes regardless.
But because they can still bitch about stuff to the coalition, parties can actually accomplish stuff by merely getting one seat. Like the Party for the Animals, who mainly just cares about animal rights, has one seat as well and has been able to get some laws about animal rights passed that way. If the pirate-party had a seat, they could just starting bitching to the coalition every time an issue like this arises, which would certainly help by just getting attention to the issue.
