You could say this list is for keeping track of what everybody's claim is, so I guess it could be some sort of bragging rights like you said.

You could keep it in your signature in a sense that you can mention if you claimed something, not that nobody else are able to use that Pokemon.

By the way, if you want to claim something, make sure you have posted more, at the minimum of 20 posts. That is one of the rules for this claims list.
