Lucario owns, I renember when everyone thought it was legendary before Gen IV release, but it wasent, but it still is amazing.

I love them both and when I saw Cynthia with them on her team, I practically squealed. I hope I can have one of them on my team when I get Black 2.

Lucario is cooler looking. Especially when he poses for an Aura Sphere (most notably in Brawl, when he's about to fire his F.S.)

I like Togekiss's movepool better. Covers most types.

Design wise, I prefer Lucario. I like Togekiss' design and all, but I think that Lucario is just adorable. It can be cute and look like a tough fighter at the same time. That totally wins out for me. Regarding movepools, both are pretty good, but I'm going to go with Togekiss for this one. I think that it has a more diverse movepool than Lucario. Clearly, I prefer Lucario, as it is my favorite Pokemon, but Togekiss is pretty awesome too. I've raised both Pokemon in previous games and they were terrific.
