sorry, i'm a total N00B about events, and i just got an Wi-Fi Connection, so i would like to ask:

so this means we can Download a Victini Event from Wherever we are over Wi-Fi?

Yes as long as you are in a compatable Wi-Fi hotspot or at home and have your DS connected to a compatable Router you can download the event

Depending on where you live your cable provider may supply access to wi-fi hotspots. I live in New York and we have Optimum Online, which provides Optimum Wi-fi Hot Spots, for example. Also Starbucks, McDonald's, and other places like book stores sometimes have wi-fi. Do a little research online and I'm sure you'll find a place by you.

No. Victini has a Shiny check on it. Kaphotics from Smogon found it.

Do you have to reach a certain point in the game first before you can download it or can you do it right away?

As soon as you have a Save File in B/W Mystery Gift will be available and you can download it, you can claim the ticket when you reach the next town in the Pokemon Center. To get Victini you have to reach Castella city first

I work at gamestop and I saw we had advertisements for Victini distribution through gamestop in American on the 6th or March.

Don't see why not. It's not a gift (the gift is a ticket). You have to catch it yourself, so it's possible just like it is with every other Pokémon.

Fyi guys, this Victini can't be shiny.
