I thin I like Volkner the most. He had a great team, at least in Platinum and I thought that his conflict with becoming bored with Gym battles was interesting. He had a pretty good personality too.

As far as their actual battles are concerned, I'm not sure anyone can beat Elesa's tag-team Volt Switch Emolga duo. Plus, since Emolga are part Flying the infamous weakness to Ground doesn't apply to them, you have to find another way to beat them. Oh, and you can't use Grass because of the part flying, and also because her Zebstrika has Flame Charge.

Lt. Surge, he is somewhat cool and his ace is one of the Pokémon I like the most (Raichu). Elesa ain't bad either, she would be my choice if only GF hadn't ruined her design in B2W2. Wattson is okay and Volkner is one of the worst Gym Leader of all time, only behind Blue from GSC/HGSS. I don't know why people like an arrogant and cocky character like him.
