I found this guide on a neocities site that says no: Mirage Island - Pokemon Fansite
Ngl I think it's fine to use fan servers to get event Pokémon etc and I'm glad they exist. However, I think it's safer to call them not legitimate since people who want a legitimate Pokémon usually mean they want one obtained from the actual event, whether that's going in person to a shop or downloading a Mon during a limited time frame.
