Hundreds of miles south of the shores of Olivine City, Johto: innocent Wailmer and Wailord are being killed, processed, and sold on Johto’s open market in Goldenrod City. None of the Governments of Johto’s neighboring countries have challenged the quota of almost 1,000 Wailmer and Wailord to be killed this whaling season. Roberto Kensington of Hearthome City, Sinnoh founded the non-profit environmental anti-whaling organization: Sea Shepherd. Sea Shepherd is operating mainly in the Oceans south of Johto, where most of the whaling quota is being completed. Their headquarters are in Canalave City, Sinnoh.
Now, their main objective is to shut down the Johto Whaling Fleet that is accomplishing most of the quota itself, making almost 900 kills each whaling season.
The Johto Whaling Fleet (JWL) consists of six ships. They are:
- 2 Harpoon Ships
These are used for killing the Wailmer and Wailord. They catch the Wailmer or Wailord with their harpoon, and then pull the harpoon in, shoot the Pokémon, and tie it to their boat’s side.
- 1 Fuel Tanker
This Fuel Tanker supplies the Fleet’s fuel supply, and saves the many trips back to shore the fleet would have to take in order to refuel. By taking out this ship, the Sea Shepherds could potentially send the entire Fleet back to shore, post-poning the Whaling Season, and costing the fleet hundreds of dollars.
- 1 Factory Ship
The Harpoon Ships send the Wailmer and Wailord carcasses to the Factory Ship to be processed and shipped out to the market. The Factory Ship is one of the major ships in the Fleet. The Fleet goes down with the Factory Ship, because Wailmer and Wailord carcasses decay very easily.
- 2 Spotter Ships
These Spotter Ships spot pods of Whales, and track them, relaying their coordinates to the Harpoon Ships.
The Sea Shepherds only have 1 normal sized ship: the Rogue Angel. They also have two smaller inflatable ships that they base most of their offensive tactics around: the Gemini, and the Delta. In addition to the small boats, they have a helicopter to help them find the Johto Fleet in order to attack them. The Rogue Angel’s radar capabilities limit them to a very small range.
“Well, who’s going to stop them? Just Roberto?” you ask? If you feel that you want to protect these innocent creatures, and are willing to die for them: you can apply to become a crewmember. Here is the form that you must fill out:

Roberto Kensington's Bio
Name: Roberto Kensington
Age: 33
Gender: Male
Personality:
Roberto is very headstrong, and knows his plans months before he executes them. He would die for the Wailmer and Wailord at a man's hands if he had to, and thinks that his crew should do the same. Living by the shores of Canalave City, he loves the sea. Even in the coldest of waters he likes to swim. He has no wife, no living family, and no children, so he occasionally likes to be alone without anyone bothering him. He has no respect for the Johto Government or the JWF.
Appearance:
Roberto has dark tan skin, and wears reading glasses occasionally at sea, and looks slightly Hispanic. He is at medium height and skinny. Roberto wears jeans, plaid shirts, and a bullet proof vest: he is very cautious of potential assassinations. He also has a tattoo on his right forearm with the Sea Shepherd logo: a skull with two pitch-forks below it. On the forehead of the skull, two whales forming a circle.
History:
Roberto was born in Canalave City, in a hospital by the shore. He loved swimming as a child, and always wanted to sail the seas alongside his Pokémon. At the age of 19, he heard of the sudden whaling surge south of Johto. He was enraged with the Johto Government's decision's, and traveled to Johto. He wrote a bill that banned all commercial whaling from any of the oceans or Wailmer and Wailord sanctuaries. The Johto Congress denied the bill, and dismissed Roberto's claims of "Endangerment of innocent creatures".
Roberto then decided to create an organization: Sea Shepherd. This organization would help to put a stop to commercial whaling, and other illegal activity that is affiliated with the Ocean.
