Wally? Emerald? Why not both?

PokeSpe fans have widely debated on if Wally should've or could've been the third Dex Holder for the Emerald Arc with his green themed design and Pokemon team. For me though, I feel that it should've been the best of both worlds.

Todd Snap acts as an audience surrogate for Em as he acts as our eyes to learn more about this straight Inspector Gadget kid but did he have to be? What if it was Wally instead, trying to being a stronger person and Trainer by getting special early access to the Battle Frontier (he was a key player in saving Hoenn so he deserved some sort of reward)? His meek, calm demeanor would be an interesting contrast to Emerald's... Emerald-ness.

What do you think? Bit of a stretch or could it have given the honorary Dex Holder the due he deserved?

Anyways the question was about if Wally should've been there instead of Todd, being Emerald's Watson so to speak.
