For another one of my headcanons;
* Prior to the 'invention' of Porygon, Voltorb and most 'modern' artificial pokemon, wars were fought using Pokemon like battle companions - you would fight together, Pokemon fighting pokemon, man versus man. This is how wars stayed for a very long time, with most militaries keeping a special set of pokemon bred for these types of extreme battles.
But everything changed, when the Fire Nation---*cough* sorry, everything changed when Voltorb came about, and its evolution's explosive power was seen as a very useful technique for warfare. In the war Lt. Surge was part of, there was chaos all over the world so great that most people had to undergo government-instated amnesia programmes. The chaos was caused because of the ability to utilise Electrode explosions as 'suicide' missions, dropping them at strategic points and watching the devastation unfold. This is also part of the reason that so many regions in the pokemon world have large gaps between routes and towns that are uninhabited - they were damaged, destroyed, and/or had all residents undergo the amnesia programme.
Coincidentally, Lt. Surge never knew what pokemon saved him in the war. This is because it was in fact a Stunfisk, which he did not know at the time. Stunfisk used its type advantage to ground the electrical attacks used in the war, and even dampened the area so no Electrodes could explode while Surge escaped.

The reason why evolutionary families are separated in the National Pokedex is because Professor Oak is intentionally stopping anyone else from re-ordering the 'complete' pokedex, citing that they must be in the order he "discovered" them - even if they predate his 'discoveries' of the pokemon native to Kanto.
