And here I go! According to the Metronome Randomizer, the first move is...

Concerning it being Vivillon's signature move; my interpretation of it is that it's the pinnacle adaptation of the whole powder-spewing ability of its previous stage; Spewpa. Because it's a trap that's initiated by Fire-type attacks, I see it as a response against Fire-type opponents/predators in the same way Spewpa's cocoon is a bulwark against the beaks of bird Pokemon.

Surf and Waterfall really shouldn't be compared now that the physical/special split is a thing.
Superpower is a great coverage attack that is widely distributed.
