What happened to Pokemon movies?

What if they didnt make a pokemon movie since Koko because they dont have a new mythical pokemon yet? Since movie 6, every pokemon movie has at least one mythical pokemon. Generally , this mythical pokemon makes its debut in the movie. If they dont have any new mythical pokemon to debut , they slam mew or celebi to fill the mythical hole. Gen 8 only had zarude as a mythical, celebi was in his movie, and mew alread played a role in journeys, so, they had to pause the movies.

I really don't think that would be the case. Mew's role in Journeys wouldn't mean that it couldn't be used in a movie, especially when its role is basically being Goh's goal and they'd most likely just continue on with the AU movies instead anyway. They could have easily used another movie to feature some Hisuian forms or some upcoming new Pokemon from the next generation too. I think that the bigger factors have been the pandemic and delaying Koko most likely affected their plans for the following movie.
 
I think it’s definitely the combination of COVID and recent movies being supposed box office flops in Japan.

They weren't flops though...? Later Pokémon movies didn't do as well compared to other Pokémon movies, sure, but even Movie 23's comparatively "modest" box office earnings of 1.6 billion yen is nothing to sneeze at.
