That's the literal translation, but "eau de toilette" is more of a fancy word for perfume/cologne (traditionally, "toilet" referred to what a woman had to put on to get ready in the morning, and later the room for doing so - aka the bathroom, hence how it evolved into its current meaning in English, and in French "la toilette" or "les toilettes" are still the common words for public bathrooms iirc).

I see. I'm gonna keep on seeing it as "toilet water", though. :S
