It's obviously supposed to be some kind of reptile - where are these so called frog characteristics?
It’s less obvious if nonexistent with Bulbasaur and Ivysaur, but in Venusaur I think it’s clear it’s at least partially inspired by frogs/toads.

When following the player, Venusaur hops like a frog. It’s body also looks like a frog as well, except with elephant-like feet.
