I know I said that I'd wait until Journeys ended to make changes in Ash's team, but since I've been rather unimpressed with how the Journeys team has been handled thus far, I think I still wanna take a crack at changing it up a bit. So, in my version of Journeys, Ash's team would be like this:
  • Pikachu
  • Tyranitar
  • Volcarona
  • Riolu-->Lucario
  • Grookey-->Thwackey-->Rillaboom
  • Dracovish
Since the whole point of this series is that it incorporates all the currently existing regions, I decided to make Ash's team a multi-gen one. I decided to get rid of Dragonite and Gengar because while I do like those two quite a bit, with Pikachu Ash's team is half-Kanto/Gen 1, which kinda doesn't sit well with me. In their place I gave Ash Tyranitar and Volcarona, who will serve the same role that Dragonite and Gengar have of being the resident powerhouses who carry Ash through the tougher PWC fights. Tyranitar would be the very same Larvitar that Ash cared for in Johto all grown up, thus giving it a bit more depth than the current Dragonite and potentially even offering a better explanation for why it's so strong. Volcarona is here admittedly just because I didn't like how little focus it got during BW despite being Alder's frigging signature Pokemon in the games, so I thought making it an Ash mon would be a neat way to give the solar moth some much-deserved spotlight. I will also be giving Ash the Grookey line, since if I had been put in charge of Journeys I would have distributed the Galar starters between Ash, Goh, and Chloe. Like I said in a different thread, Grookey would serve a similar role to Riolu in that both Pokemon are pretty much there as the designated rookies of Ash's team and to give him something to fight weaker PWC participants without making things too unfair for the latter and basically to ensure that there are still some stakes for Ash without reducing his skills as a Champion, and while Riolu is focused on getting stronger, Grookey is more carefree and requires more attention and effort, but eventually becomes Ash's ace for the series. The only change with Riolu/Lucario is that I'd keep it as a Riolu for a little bit longer. Finally there's Dracovish, who I decided to keep because I feel like it's fair that Galar gets a bit more extra rep in Ash's Journeys team when compared to the earlier generations, plus, Dracovish is a very uniqe and fun capture, so pretty much the only change here is to give it more screentime. The team in general would interact more.
 
I think it would be neat if Ash had a team consisting of Gens 1-7 Pokemon and Goh's Team represented Gen 8. So...

...And for Gen 6 we can bring Greninja back at the very end of the series, probably in place of Solgaleo who'd likely be released by then, knowing the writers.

I know Goh's team is the most generic one possible but still.

-Mankey->Primeape: caught instead of Pidgeotto, since Brock’s Zubat fits the role of aerial scout just as easily. Would actually get battles and development before leaving to train under Bruno later on (though not being completely forgotten this time)
-Bulbasaur->Ivysaur: lvysaur really needs some love and wouldn’t be a big change
-Charmander->Charmeleon->Charizard: would have a more spaced out evolution, but otherwise remain mostly the same.
-Squirtle: would get a few more battles in Kanto
-Haunter: would choose to stay as the prankster wildcard, filling the permanent sixth spot after Butterfree’s departure.
-Kingler, Muk and Tauros remain the same.

Orange Islands:
-Pikachu
-Ivysaur
-Charizard
-Squirtle
-Haunter->Gengar: as good a time as any for this
-Lapras: still released
-Snorlax: wouldn’t stay for long before getting Oak’d because it’s too expensive to keep

Johto:
-Pikachu
-Heracross: would actually contribute to the gym challenge and get booted far later
-Chikorita->Bayleef
-Hoothoot->Noctowl: would get some more battles and showcases of personality
-Cyndaquil->Quilava: would evolve fighting Jasmine, eventually evolving again in Sinnoh
-Wooper->Quagsire: I’d let Misty take Totodile and give Ash the other derpy Johto water type for some diversity
-Egg->Eevee: this baby would replace Phanpy, but wouldn’t evolve just yet since Ash wouldn’t want it to rush its growth

-Treecko->Grovyle->Sceptile: Grovyle could evolve at the league instead of Glalie
-Corphish-Trapinch->Vibrava: a great addition to this mostly monotyped team plus I always wanted him to have a Flygon... but that can wait
-Absol: it could join Ash to try protecting him from whatever crisis it sensed around the corner (could come into play for the Magma/Aqua arc)

-Vibrava->Flygon: yep, it’ll be taking Sceptile’s evolution episode-Eevee->Espeon: replacing Phanpy again, Eevee would finally make its choice to evolve through its love for Ash

-Snorunt->Froslass: would replace Gliscor going to Offscreensville for a bit before a triumphant return at the league

-Chimchar->Monferno->Infernape: would be evolving the first time before or shortly after Byron for pacing’s sake

Unova: I would space out the captures to not clog up the team too early

Alola:
-Pikachu
-Rowlet->Dartrix: would make the Decidueye battle more bearable and wouldn’t change its personality all that much

-Poipole->Naganadel: would be an active member of the team and not be released
-Passimian: it fits the fun synergy of the team

Galar: not sure how to approach a Journeys styled team, so regular Galar it is

-Rookidee->Corvisquire->Corviknight: the badass bird we all want him to have, who’s big enough to double as aerial transport if needed
-Grookey->Thwackey->Rillaboom: doesn’t particularly fit Ash above the others, but I just like this line more
-Sizzlipede->Centiskorch: an underrated line that could use some love
-Farfetch’d->Sirfetch’d: its arc could easily carry through to Galar
-Dracovish: because why not
-Urshifu Rapid Strike: it’s a minor legendary I feel would be alright for him to catch, with the Rapid Style being a better fit for his usual methods
 
I am only going to tackle a few, because I don't have any issues with the rest....
And BW is so bad that I gave up before even trying.

AG:
  • Nakkuraa and evolve all the way to Flygon, first in the latter part of Hoenn and again during Battle Frontier.
  • Absol. Thanks to the intro for giving it a full scene to it.

DP:
  • Fixing Dodatoise is hopeless, and I like its memetic status.
  • He would catch that Luxio from the episode in Mio City's sewers. I liked their dynamics.
  • I agree with evolve Fukamaru into Gabite, after perfecting Ryuuseigun or during the League.

XY:
  • He would get both Shishiko and Bokurei, both fillers' previews made me believe that he'd catch them.
    • But the latter will become a fixed Pokemon and accompany him during both SM and Journeys.
  • I'll drop Numerugon from the League, it doesn't come back.
  • Gekkouga wouldn't be released.

Journeys:
  • Bokurei helps Satoshi with Gengar and becomes its partner.
  • I'd like to drop Riolu/Lucario, being almost done with it.
    • Replacing it with a Casey, and then Yungerer. To compensate the latter for its long absence.
  • I want to give him either a Sirnight or Brimuon.
  • Maybe a Erezun, evolving into Low Strinder.

It's only "hopeless" if you have a defeatist attitude; a lot of people in this forum have made plenty of perfectly doable suggestions to fix Torterra's situation, and doing so would actually add more diversity to Ash's battles due to how differently Torterra fights compared to the usual style of Ash's mons. Also, keeping it as the designated loser of the team just because you personally find it funny is pretty mean, especially considering there's quite a few people out there who like Torterra (either because they like Ash's Torterra's character specifically or simply because they have attachment to the species in general due to using it in playthroughs) who I assure you don't find it funny in the slightest to watch a character they like getting treated this poorly. The kind of treatment Torterra got should be reserved only for unlikable and despicable characters who deserve that kind of karma, which Ash's Torterra definitely isn't. Torterra literally never did anything wrong.

My issue with the solutions you have propossed are:
I don't want it to win against Kurotsugu, Kikuno or Denji.
However. I can give it winning or tying against Shinji's Drapion.
Adding more battles would mean dragging DP even longer, and that series' lenght and 'Badge hiatus' are constested aspects.

If the answer is no, then it feels in pretty bad taste for you to want to keep a reputation that by and large people don't enjoy just because you personally don't have any attachment to the character. Almost everyone I've met who talks about Ash's Torterra's downward spiral either expresses anger and frustration whenever bringing it up, or at best straight up pity. Even people who don't feel strongly about Torterra will be quick to point out how badly handled it was. Being memorable for being a loser is generally not a good attribute to have.

Of these three characters you mentioned, only Volkner's battle has been proposed as a time to give Torterra a win, and why shouldn't it get a win in that battle? Losing to Palmer and Bertha is a given because they're both high-ranking trainers, so literally any Pokemon that Ash could have used against them would have lost regardless, but I don't see why Torterra defeating one of Volkner's Pokemon would be so bad. Because it would overshadow Infernape? Please. As long as Infernape is kept as the final Pokemon standing on Ash's side and masters Blaze, there's literally no way it's getting overshadowed no matter how well Torterra performs.

I wouldn't mind it, it would still have exposure.
And there could be others of any species to be treated better.
Not all Dodatoise were so badly-handled, just Satoshi's.

At least it's better than the mess they did in BW, I didn't bother trying to fix that.

He thought that typings would play in his favour, well Denji was prepared and had coverage.
But okay, I can see a recall and it winning against Thunders, however still receiving the Ice Punch.

....you-you do know that Torterra, a fictional character, literally isn't able to refuse a decision made by the real-life writers and exectutives, right? Maybe you meant to say "the writers could have saved its evolution for later", but it's not very well worded here.

I say this as someone who doesn't even likes the Torterra line due to it being super boring in design and it's poor gameplay value (at least imo):

Torterra didn't deserved what it got. DP is my all time fav series and they did a lot of things right, but unfortunately, Torterra wasn't one of them.

Personally I would have kept Primeape on Ash's team, though instead of it evolving in the episode it was caught, keep it as a Mankey for a bit
I probably would have left Bulbasaur at Oak's earlier in Johto considering it wasn't used in a serious battle

What they could have done is have the disobedient arc with Mankey (Would have made more sense anyways) and then conclude it at the Orange Island against the Poliwrath in the second battle and then to mark the end of the disobedient arc, let it evolve as well.
