Who's Ash's most neglected/undertrained pokemon?

Charizard. He used him frequently but did not properly train him, instead spoiling him. This caused obedience issues later on.
 
Haunter. The poor thing had no character development and was given away to a creepy girl with a case of the giggles.

Although he wasn't technically captured, so... take it as you will.
 
Gamagaru easily... in fact, I'd say it's one of Satoshi's most neglected Pokemon ever and definitely his most in his Isshu team. He's never been seen training, or even spending time with it, since he captured it. In fact, in all the time since Gamagaru's capture he's only called on him four times and all of those were for battles.

I have hated many aspects of BW, but the worst is in the treatment of the Pokemon belonging to the main cast. In D&P, the Pokemon were treated as if they were real. Their trainers spent training and quality time with them. They would often let them out of their Poke Balls for meals or sometimes to sleep outside. Each one had a distinct personality and they all got decent screen-time.

In BW, there's none of that. Half the Pokemon have no real personality, Satoshi's reserves spend dozens of episodes without appearing, sometime's the gang can sit down for a meal and it seems only certain Pokemon are allowed the luxury of a meal (take a recent episode when the gang say down to eat and the starters/cute Pokemon got to come out of their Poke Balls while one of Satoshi's Pokemon, Iris's Doryuzu and Kairyu and Dent's Iwapalace and Maggyo were seemingly left to go hungry... hell, Iris's Doryuzu seemingly spent weeks inside its ball before she sent it out to fight Pendror).
 
Cyndaquil. I never saw much of it unless it was protecting Ash.
 
a majority of Ash's unevolved Pokémon for sure. Kingler, unless it is still hurt from the voltorb incident at the Silver conference, then we have a reason *shot*. And finally, Tauros number 1, 2, 3, 4, 5, 8, 9, 10, 11, 13, 14, 15, 16, 17, 18, 20, 23, 24, 26, 27, 28, 29, 30.
 
Boldore does seem a bit neglected... Ash used it in like what, eight episodes?
