Why can't I get this Forums Avatar to work?

I'm trying to get thi image as my avatar, but it is resized to 100 x 100 and is no longer animated.

What am I doing wrong?
 
IIRC regular users can't have avatars over 100x100. If yours is larger, it probably strips the animation as part of the compression.
 
If I use a 100 x 100 image that is animated, will it allow the animation?
