DISCUSSION: Writing a Story as a TV Show

How do you go about writing a story, where the main story is a TV show in universe that other characters are watching? When is it okay to introduce the characters watching the show, if at all? How would you work in things that inevitably happen when you try to watch TV? (eg. the power goes out, unwanted phone call at the best part, technical difficulties, severe weather alert, the show getting preempted, etc.)
 
You could alternatively have it be a person who makes a video series for the Pokémon version of YouTube where he records his adventure(s) with his friends. I think this would be an easier thing to do. Not as much equipment and such to worry about. I think it would accomplish the same thing as a full tv show company.
 
As a Screenwriting Major I suggest you write the TV parts in screenplay format (there are plenty of tutorials online to give you a quick description of how to do a screenplay) and the Real Life parts in Prose.
