If I were to exclude starters though, then I would go with Lapras.

A favorite water type... I like Starmie a lot. Starfish are interesting, it's /Psychic, it has a wonderful movepool and well-focused stats, and though Starmie isn't so great with it competatively, I like the move "Recover". And it has a gemstone in its center, I like gemstones.
