can you get bagon pre-e4?

i think that a new evolution for gyardos/milotic shall appear like if you max out its beauty and get it to lvl 40 then its an evo of milotic and if u max cool its a gyardos evo. i also believe that a new pokemon will be revealed in the 13th movie.
