Ninetales is there for different reasons. Regice on Mt. Coronet is a reference to Platinum.

It's also a reference to the Iceberg Ruins at Mt. Coronet in Platinum.

Maybe because Ash's life was on the line too?

He's not berating Goh over failing the mission. It's just that something almost fatal, like getting lost in a snowstorm, happens, and Tsurugi berates Goh and Ash on their reckless behavior.

I doubt that. It's his episode, after all.

I think it's more about Goh learning a lesson during the episode rather than at the end.

The scolding could happen in the middle of the episode, after them almost getting lost in a blizzard or something. Each Trial Mission is specifically designated for a single Trainer. That's the impression I got from when Gary did his mission.

As others have already said, Alolan Ninetales does not necessarily equal Lillie. And besides, when Lillie hopefully does eventually return, she deserves more than just a cameo or a side role in someone else's episode.

They really have to battle if they intend to survive.

I could see them stumbling upon a Regice by accident, then Tsurugi comes and saves them with Urshifu, potentially even catching Regice to show how experienced he is.

I wasn't expecting a Lillie cameo in the first place myself. So it is that Goh gets an Alolan Ninetales before Lillie, it seems.
