Well, it would function as a plot device if Naganadel has a fire move... They actually made Melmetal good in this episode when it didn’t make sense, so I expect they’d make Naganadel look good too. I’m expecting it overusing thunderbolt too, to show it to Pikachu so Pikachu's proud of it.

I’ve got a hunch that it might know a new move... maybe Fire Blast?
Naganadel turning up with random moves isn’t something I want but something I think the writers might do to show how much it has "trained" (polite speak for plot armor).
Since we’ve seen no hint of Pikachu in the previous episode previews, sadly it’s pretty likely that Pikachu vs Koko is happening at the league.
I think it’s probable that Naganadel will use fire blast against Lucario.
Probably setting up of the Blast Nyaheat/Nyaburn tactic, ensuring that everyone knows that the rivalry isn’t forgotten, and maybe to give us a taste of the final duel: maybe also give Incineroar and Torracat more contributions throughout the match rather than only the final match.

Finally someone said it, the main highlight is supposed to be Torracat vs Incineroar, not Tapu Koko stealing the show. It’s literally supposed to be a highlight of Torracat’s story arc.
