Please elaborate on there is no reason to do so. Also, AZ Floette is just an example of not evolving but has stats comparable to evolution, I'm not saying it's Alolan. I know the chance is slim, but you never know if some designer has artist block.

I've been thinking. What if there are some regional form that doesn't evolve like their regular counterpart but have stats comparable to that of the regular evolved form like AZ Floette. (I'm not saying AZ Floette is Alolan, merely pointing out an example similar to the situation).

Dragon =/= legendary, lol, it would be waaay too cliche if that were to happen.
