If it was pure luck, some of us wouldn't have topped several of the ladders. ;) In all seriousness, the level scaling is a significant aid to keeping things in check. Most 'normal' Pokemon will be about ten levels higher than the typical Uber, for example.

You don't build a team - every team in a random battle is generated at the beginning of the game, by Showdown. The levels scale depending on which Smogon tier they sit in, and they all have moves and items from a pool of 'sensible' options. I highly recommend trying it, games are super-quick to...

Simply arrange to play a Gen 8 Random Battle with your opponent as assigned here, then report the result and replay back here, where we'll be running our own tournament brackets. :)

I play so much Gen 5 randoms that I don't know when sound-based moves started bypassing substitutes, when Grass-types became immune to powder moves, when Electric-types became immune to paralysis etc...
