Pokemon Black, Reshiram Quick Ball. If that does not count since the catch rate is kinda high, I did get a Rayquaza in Emerald within about 10 Ultra Balls or so.

Outside of Reshiram/Zekrom and Xerneas/Yveltal due to their catch rates, I'd say Ting-Lu and Chien-Pao out of the four Treasures of Ruin legendaries in Violet. Surprisingly caught the former in around five ultra balls at half health, and the latter with around two luxury balls also at half health. (unfortunately in Scarlet, it took longer to catch them lol)

Dialga and Palkia have always been easy for me to catch in DPPt. I remember catching Dialga at full health with a single Ultra Ball in Diamond and Palkia with just a couple of Dusk Balls in Pearl. Oh and the first time that I played Sapphire I caught Kyogre in a single Ultra Ball at full health too which is ironic since I remember dreading that encounter along the way through Cave of Origin lol.
