I'm wondering how IP bans work.

While I can see how they work for a static IP address, how do you tackle dynamically assigned IP addresses? Seems to me you'd have to ban everyone using a given ISP.
 
Not necessarily. It depends on how the ISP assigns IP addresses. Some, for example, subdivide their pools by region.

But where there is a will there is a way: ban evasion is almost always still possible.
