Is the red Gyrados obtainable in DP like it was in GS since there is a sighting at the beginning of the game?

I'm not sure, but from what I understand so far, it's only a sighting. (I could be totally wrong.)

The TV Report at the game references the Lake of Rage crisis in Johto, causing the protagonist and rival to seek their own lake nearby to see if anything rare is in it.

Thus, we can tell DP takes place sometime after GS, meaning RSE is slightly before since some members of Galatic are former TA/TM grunts, and maybe even some Rockets.

It would have to take place after GSC, seeing as how Jasmine is spending time doing Super Contests in Shinnoh.

It may be obtainable! I just don't know how

well, I'm sure we know one way of getting a red gyrados in DP...

She first appears in Nagisa City, the equivalent Johto city of which is Blackthorn City. The respective Sinnoh Gym Leader to Jasmine, Melissa, is by then out of her Gym participating in Super Contests.

The Johto and Sinnoh adventures are very well entitled to sharing an exactly parallel timeline, which is also true of the comparison between Kanto and Hoenn.

The only way to get it is if you're lucky enough to get a Shiny Magikarp/Gyarados.
