In Australia, 9Go! will be premiering Horizons with an eight-episode marathon on February 27 from 8 a.m. to noon, per TV Tonight.
In Canada, Cartoon Network will be premiering Horizons with the first two episodes on March 2, per TV schedules.
This short has no dialogue, so there's nothing to dub. It's also time-sensitive, since it's specifically for Chinese New Year, so you can't exactly release it six months later without it being out of season. The short from last year was dubbed into Hindi, Tamil, Telugu, and Bengali in India, so...
I saw someone mention how Netflix's live-action Avatar: The Last Airbender is out February 22, so I suspect Netflix may have wanted to spread out their release schedule a bit instead of dropping Horizons the day after. Netflix never put out a press release with the February 23 date for Horizons...

After some further investigation, it looks like JustWatch actually gets its data from Plex, and Plex just gets its data from The Movie Database, where a user called raze464 added these titles on December 16.

Don't forget that Netflix will have added TBPM in September, Concierge in December, and Horizons in February. To Netflix at least, those are already quarterly releases; having to promote Horizons too close to Concierge would hurt both.
On an unrelated note, it looks like the BBC is listing...
Netflix was actually the fastest with season 23, where they averaged a 147-day gap. By comparison though, the longest gap for Disney XD was 147 days (averaging 125 for all of SM). Where Netflix really slowed down was for season 24/25, where they averaged a 241-day gap; even for To Be a Pokémon...
