I was going to talk about the possibility of Ash maybe finally catching the Dunsparce he's wanted for so long and evolving it into Dudunsparce, but that dream is most likely dead now. Oh, well. If he's really getting Latias, that'd more than make up for it.
That was beginner's luck more than anything else. Ash hadn't trained with Krabby at all, so any battle prowess it had wasn't even thanks to him.

I suppose the series director has decided to tone it down from the extremes of the early series. Plus, most of the episodes lately have been about the Masters Eight Tournament.
Like HM said above, I agree that Ash not being given one is not the issue. With Ash catching Pokémon like Dragonite and Gengar early on, having him catch an unevolved starter on top of those didn't really seem fitting. In short, the problem is with the screentime instead of the distribution.
